Ukraine will receive American weapons under the PURL initiative, with NATO countries, not the United States, paying for the supplies.
NATO will finance uninterrupted supplies of American weapons to Ukraine
NATO Secretary General Mark Rutte emphasized that allies have already allocated $2 billion for arms supplies, with new aid packages under consideration.
“You will see a continuous flow of American weapons to Ukraine, paid for by allies. Combined with sanctions and NATO’s goal of spending 5% on collective defense, this major foreign policy achievement by President Trump at the Hague summit puts pressure on Russia to take the situation seriously and end its aggression,” Rutte stated.
He also noted the scale of Russia’s losses: “They are losing as many people in one month as the USSR lost in Afghanistan in 10 years. It’s insane.”

What is PURL?
The Prioritized Ukraine Requirements List (PURL) is a NATO initiative that allows Ukraine to receive critical US-made weapons, including Patriot missiles, with the costs borne by allies.
On September 18, a NATO spokesman confirmed that Ukraine had already received the first batch of weapons under PURL, with further deliveries already in preparation.
The EU’s “Anti-Drone Wall”
In parallel, the EU is preparing to build an “anti-drone wall” on its eastern border with Russia. The system will be based on technologies tested during the war in Ukraine.
This move follows a series of incidents involving Russian drones violating the airspace of Poland and Romania. Brussels acknowledged the vulnerability of NATO, which is forced to use expensive air defense systems against cheap drones, and called on EU countries to pool resources to purchase proven countermeasure technologies.
