US President Donald Trump has published a document outlining key steps to end the war in the Gaza Strip and establish a new system of governance for the region.

The document also provides for the partial release of Palestinian prisoners arrested after October 7, 2023. Hamas members who agree to lay down their arms will be eligible for amnesty or leave the Strip without prosecution.

International Force and Interim Authority

It is proposed to deploy an International Stabilization Force (ISF) in Gaza. Its mission is to secure the territory, train Palestinian police units, and jointly monitor the borders with Israel and Egypt. An interim technocratic government of Palestinian specialists and foreign experts will assume control of day-to-day affairs, overseen by a new body—the “Peace Council,” to be chaired by Trump himself.

Disarmament and Infrastructure Dismantling

The plan calls for the complete destruction of Hamas’s military infrastructure—from tunnels to weapons depots and production facilities. The disarmament process will be conducted under international supervision.

A Palestinian State?

The most sensitive point concerns the prospects for Palestinian statehood. The document states that with successful reforms of the Palestinian Authority and the reconstruction of Gaza, “a chance for a recognized path to the creation of a Palestinian state may emerge.” This thesis directly contradicts the position of Israeli Finance Minister Bezalel Smotritz, who insists on completely rejecting the idea of ​​Palestinian independence.

Trump stated that Israeli Prime Minister Benjamin Netanyahu had agreed to the proposed plan. The American president also warned Hamas that if the organization rejects the agreement, Israel will receive full US support for independent action against its infrastructure.
